ChainThink report, March 26: According to Caixin, the UK government has unveiled a new round of sanctions targeting an Southeast Asian fraud network via its official website. The sanctioned individuals include Hu Xiaowei, closely associated with Chen Zhi, founder of the Prince Group. The UK government refers to Hu as "a long-term collaborator of Chen Zhi at the Prince Group," with their connection originating from private servers of the game *Legend*, followed by joint establishment of companies both domestically and overseas.


The sanctions encompass multiple natural persons and entities linked to the Prince Group. Chen Zhi, aged 38, hails from a fishing village in Fujian Province. He began his career operating internet cafes and working as a network administrator, initially amassing wealth through hacking attacks on *Legend* private servers. Over a decade ago, he relocated to Southeast Asia, acquired Cambodian citizenship, and once controlled a global-scale cybercrime infrastructure. At his peak, his net worth reached hundreds of billions of dollars—U.S. authorities alone seized Bitcoin assets valued at $15 billion. His operations extended across Singapore, the United Kingdom, Taiwan, and other jurisdictions.


In early January 2026, Chen Zhi was stripped of Cambodian citizenship and extradited back to China following allegations of fraud, illegal business operations, and concealing proceeds from criminal activities. He had been detained for over two months prior to this extradition.
