ChainThink report, April 13: According to Jin10, Iran submitted legal documents at the International Maritime Organization's Legal Committee meeting, expressing its position regarding the outcomes of a previous Council Special Session.
Iran denied allegations of "blockading the Strait of Hormuz," asserting that the root cause of deteriorating maritime security in the Persian Gulf lies in external military operations. Iran emphasized that any so-called "secure maritime passage" arrangements must be approved by Iran.
On the issue of navigation through the Strait of Hormuz, Iran explicitly stated that the strait remains open for international navigation; however, the current security environment has significantly increased associated risks. Iran further underscored its lawful rights as a coastal state to ensure and manage maritime safety within the strait. Any shipping arrangements must be fully coordinated with and authorized by Iranian competent authorities—otherwise, such actions would constitute an interference in the sovereignty and jurisdiction of the coastal state.
