Optimism is expanding its business to operate Layer 2 networks based on Ethereum for other brands. Uniswap Labs’ Ethereum Layer 2 chain, Unichain, plans to hand over production sequencer operations, public node integration, monitoring, and incident response to Optimism under the OP Enterprise solution.

The testnet migration is scheduled for October 13, with mainnet migration set for October 29. This operational strategy was first proposed by Jing Wang in an Ink announcement: project teams focus on building applications and ecosystems, while Optimism handles underlying infrastructure operations. Additionally, Soneium’s collaboration announced in September aligns with the division of labor logic previously disclosed by Ink in June—both chains are built on OP Stack.

For users, the impact extends beyond who handles failures. A unified service provider offers professional protocol capabilities and coordinated operations but introduces single-point-of-failure risk. Whether users can submit transactions or withdraw funds during a service outage depends entirely on each chain’s contract design.

From Technical Support to Full Operational Control

Unichain has already established a partnership with OP Enterprise. According to documentation updated on Optimism’s official website on July 31, Uniswap Labs was still operating Unichain independently at that time, paired with the Mission Critical premium service package. Combined with this month’s October announcement, this change signifies an upgrade from technical support to full operational responsibility—Optimism now officially assumes production environment operations for Unichain.

Uniswap Labs states that after migration, chain ID, contracts, asset balances, applications, and deployments of Uniswap v2, v3, and v4 will remain unchanged. Unichain remains part of Stage 1 scalability solutions, preserving permissionless fault proofs and original contract upgrade governance rights. The only change is the operator; the chain itself and upgrade permissions remain intact.

Soneium announced on September 30 that Optimism Foundation and OP Labs would provide support for deployment, sequencer operations, node infrastructure, upgrades, monitoring, and incident response. Soneium retains control over its development roadmap and engineering R&D, including ongoing work on the chain and tokenized IP products. The announcement does not yet specify the exact migration timeline.

Ink adopted the same model earlier. In the announcement, Jing Wang explained that the Ink Foundation could focus on ecosystem development, while Optimism manages network operations and optimization. Originally planned for completion in August, the migration included mainnet and testnet sequencers, RPC endpoints, block explorers, monitoring, and incident response. Subsequent documentation clarified that Ink’s infrastructure would be operated by the Optimism Foundation via OP Labs.

Reliability Commitments Come with Trade-offs Behind Managed Operations

OP Enterprise is Optimism’s blockchain infrastructure hosting and technical services product. Documentation outlines two models: self-hosted mode, where clients manage their own infrastructure, control sequencers and nodes, with Optimism providing only support and monitoring; and fully managed mode, where OP Labs operates sequencers, batch transaction processors, state root proposal nodes, and chain infrastructure, and handles security patch updates.

Different components serve distinct roles. Sequencers handle transaction ordering, batch transaction processors submit transaction data to Ethereum, and proposal nodes submit chain state proofs. By outsourcing these daily operations, projects reduce internal coordination costs. However, sequencing, data posting to Ethereum, and state submission are delegated to the service provider, while Ethereum settlement and proof verification contracts remain independent.

Soneium commits to monthly uptime of 99.9%, backed by 7×24 incident response. The Mission Critical premium service package claims up to 99.95% availability, with initial response within 15 minutes for major incidents and event status updates every 30 minutes. Unichain’s prior collaboration included this premium service package.

Yet these are service-level commitments—not guarantees of actual operational stability. The 15-minute window applies only to initial response; repair times may be significantly longer.

The advantage of this model lies in unified ownership: chain operators, protocol issue resolution, and patch deployment are all managed by one organization. The trade-off is that multiple independent Layer 2 chains increasingly rely on a single entity for transaction sequencing, operations, and incident handling.

If the service provider’s entire workflow fails, multiple client chains could be simultaneously affected. While announcements mention centralized operations, they do not disclose whether cloud server regions, signing keys, or other infrastructure are shared—posing potential risks of correlated technical failures, though no such incidents have occurred so far.

Sequencer Downtime Still Allows Forced Transaction Submission

Under hosted services, Ethereum itself provides a fallback mechanism. L2BEAT current assessments show that Unichain, Soneium, and Ink all support forced transaction submission via Ethereum, with maximum delays up to 12 hours.

OP Stack documentation explains the mechanism: users submit deposit transactions to the chain’s portal contract on Ethereum. Once the sequencing window closes, nodes can parse blocks without relying on the standard sequencer batch, thereby incorporating the transaction. Forced transaction submission enables withdrawals.

This maintains an alternative path bypassing the sequencer—transactions can still be posted even if the sequencer goes offline or enforces censorship. However, funds only reach Ethereum after completing withdrawal proposals and proof verification, which may still involve access restrictions.

L2BEAT rates Unichain and Ink as Stage 1. As long as the submitter holds sufficient funds, any third party can submit a state root. Provided valid state roots and proofs are submitted and withdrawal conditions are met, users can bypass the original proposer node to complete withdrawals.

Soneium, however, exhibits different permission dependencies. L2BEAT assessment indicates its current setup lacks an on-chain dispute mechanism—only whitelisted proposers can publish state roots. If the whitelist proposer becomes unavailable, user withdrawals freeze. The forced transaction submission feature writes transactions into the chain but cannot compensate for missing withdrawal proposal privileges.

L2BEAT retains a seven-day proof maturity period for all three chains. Unichain and Ink have additional settlement requirements: state root settlement requires at least 3.5 days, followed by another 3.5 days of waiting. Proof submission can occur before settlement, so simply adding durations does not yield a fixed withdrawal window. Though Soneium lacks on-chain dispute processes, it still experiences withdrawal delays.

Optimism Taking Over Operations Doesn’t Mean Contract Upgrade Rights Disappear

Production operations, contract upgrades, and asset custody are separate domains. Uniswap asserts that its governance structure remains unchanged. L2BEAT assessments indicate that contract upgrades for all three chains require joint approval from the foundation and security council. Routine upgrades proceed without delay, and no exit window is guaranteed before emergency upgrades.

Thus, even if Ethereum can fallback to submit transactions during sequencer failure, users cannot be assured of exiting before malicious contract changes take effect. While Stage 1 preserves a non-operator-dependent exit path, project teams retain significant contract upgrade authority.

Unichain’s promised native interoperability remains a future feature. Soneium’s announcement explicitly states no interoperability support at present. Ink’s June announcement indicated that 1-day withdrawals would be possible once the proof system launches, but current L2BEAT assessments still maintain a 7-day proof maturity period.

Key upcoming milestones are Unichain’s testnet migration (October 13) and mainnet migration (October 29). After successful migration, Optimism’s strategy will evolve from merely selling protocol support to operating mature production-grade Layer 2 chains. Network reliability will be tested by real-world performance, while user asset protection ultimately depends on each chain’s underlying rules for transaction admission, state proposal, and contract upgrade governance.
