ChainThink report, March 14: According to foreign media, the U.S. Department of Commerce withdrew a proposed rule on AI chip exports Friday, as displayed on government websites. The draft rule, originally intended to regulate global access to AI chips, had been circulated to other agencies for comments by late February. The website did not specify the reason for the withdrawal. A spokesperson for the U.S. Department of Commerce has not yet responded to requests for comment.
This withdrawal marks another reversal in the Trump administration’s efforts to rescind and replace the Biden administration’s AI chip export framework released in January 2025. The rule, titled "AI Action Plan Implementation," was published on the Office of Information and Regulatory Affairs website on February 26, marked as "under review," before being pulled down.
Documents indicate the plan had previously considered tying approval for exports of 200,000 or more chips to foreign investments in U.S. data centers or security assurances. A former official said Friday that the latest withdrawal of the proposed rule likely reflects internal divisions within the government over how to achieve global AI dominance while addressing national security concerns.
