英国计划 2027 年初发行首只数字主权债券

ChainThink 消息，7 月 15 日，据 CoinDesk 报道，英国计划于 2027 年初发行首只数字主权债券，或成为 G7 中首个将政府债务置于分布式账本基础设施上的国家。

英国财政大臣 Rachel Reeves 在年度 Mansion House 演讲中宣布该计划，并表示首次发行后将进一步增发。

该数字英国国债工具（DIGIT）将以英镑计价，发行于汇丰银行（HSBC）的 Orion 平台，并在英格兰银行与 FCA 的数字证券沙盒内运行。

英国财政部于 2024 年宣布该试点，旨在测试区块链基础设施能否缩短结算时间、降低对账工作量及运营成本。

汇丰银行今年 2 月获任运营该平台，此前已通过 Orion 区块链发行逾 35 亿美元数字债券。

英格兰银行行长 Andrew Bailey 表示，英格兰银行将推动 DIGIT 成为其市场操作的合格担保品，以支持代币化回购业务，并允许银行在央行融资交易中使用该债券。

目前，英国财政部尚未披露发行规模、期限、票面利率、投资者资格及结算资产等细节，首次发行也不纳入政府常规英国国债融资计划。
