ChainThink report, July 27: The Hyperliquid Policy Center (HPC) disclosed that it has jointly submitted comments with Multicoin Capital to the U.S. Commodity Futures Trading Commission (CFTC), supporting the CFTC’s proposed regulatory framework for prediction markets.

HPC and Multicoin assert that prediction markets should be uniformly regulated by the CFTC as the sole federal regulator, rather than being fragmented under individual state gambling regulations, to prevent market fragmentation.

Both parties argue that event contracts facilitated by trading platforms differ fundamentally from traditional gambling and therefore should fall within the financial regulatory framework.

The comment letter recommends that the CFTC further clarify event contract review standards, including adopting a results-based determination approach tied to contract settlement outcomes, and publicly disclose the specific rationale behind each review decision to enhance regulatory transparency.

Hyperliquid states that its platform already supports on-chain, outcome-based contract trading, with related markets experiencing rapid growth since their launch in May, recently reaching record-high open interest levels, with all positions settled via on-chain collateralization and settlement.
