俄罗斯总统普京签署《数字货币与数字权利法》

ChainThink 消息，8 月 5 日，据塔斯社报道，俄罗斯总统普京已签署《数字货币与数字权利法》，核心条款将于 9月1日生效。

该法律为加密货币交易所、数字资产财库和市场参与者建立运营框架，并规定投资者购买加密货币的条件。只有列入专门注册机构的实体才可开展数字货币交易，但在 7月1日前，此类实体可无需注册运营；

相关机构最低股本要求为 1500 万卢布，约合 187,339 美元。

零售非合格投资者仅可通过中介机构购买流动性最强的加密货币，且每个中介机构年度购买限额为 30 万卢布，约合 3700 美元。合格投资者不受该限制，可购买任何加密货币；

两类投资者均需通过专门适格性测试。该法律同时保留禁止在俄罗斯境内将数字货币和数字权利作为支付手段或法定货币使用的规定。
