美国参议院启动 CLARITY 法案首次程序性投票流程，9 月休会后或继续推进

ChainThink 消息，8 月 8 日，据 CoinDesk 报道，美国参议院多数党领袖 John Thune 已提交 CLARITY 法案程序性动议，启动该法案在参议院的首次程序性投票流程。

该法案预计在 9 月国会休会结束后继续推进，但已错过 8 月休会前的投票窗口。根据参议院规则，CLARITY 法案至少需要 60 票支持，目前仍需至少 10 名民主党参议员支持。

目前两党分歧主要集中在政府官员参与加密项目的限制条款，包括总统特朗普在内的高级政府官员相关利益限制问题；非法金融防范措施及稳定币收益相关规定也仍存在争议。

两党参议员此前已向白宫提交修订方案，但讨论暂未取得进展。若 CLARITY 法案无法在 9 月完成程序性投票推进，今年通过的可能性将下降，后续或需等待 2027 年新一届国会重新推动立法。
