SEC 提出加密新规 设代币发行豁免额度

ChainThink 消息，8 月 19 日，据 Cointelegraph 报道，美国证券交易委员会（SEC）提出加密资产监管新规，拟在国会未能通过《CLARITY 法案》的背景下，为特定加密投资合约建立更明确的适用框架。

根据提案，新规将提供安全港，使符合条件的代币发行可免于被认定为“投资合同”。

加密企业可在 4 年期内发行最高 500 万美元代币，或在 12 个月内发行最高 7500 万美元代币并享受豁免。发行方需提交财务报表，并遵守持续报告要求。

该提案在联邦公报发布后将进入 60 天公众评论期。SEC 主席 Paul Atkins 表示，立法对于制定“面向未来”的加密监管规则仍不可或缺。
