欧洲央行执委会成员：央行应上链，稳定币不能替代央行准备金结算

ChainThink 消息，8 月 29 日，欧洲央行执委会成员 Isabel Schnabel 在杰克逊霍尔研讨会发表题为《Central banks on-chain》的演讲，主张央行应在分布式账本上原生发行代币化准备金，用于货币政策、抵押品管理与流动性供给。

Schnabel 指出，代币化可带来原子结算与可编程性，有助于降低跨境回购等场景的结算风险，并整合欧元区碎片化金融基础设施。

她强调，稳定币缺乏弹性流动性供给，尤其在压力时期无法替代央行准备金作为终极结算资产，更宜视为受监管的补充支付工具。

若代币化银行存款可在央行货币上结算、可编程并与代币化资产互操作，即可提供稳定币所追求的核心功能。

欧央行正推进 Project Appia 与即将启动的 Project Pontes，探索将 TARGET 服务与 DLT 平台同步，并最终实现基于央行货币的原生代币化与 7×24 小时运行。
