ChainThink report, October 14: The Office of the Comptroller of the Currency (OCC) released its final report stating that nine major banks had restricted access to financial services for certain clients and businesses through internal policies.
The report indicates that from 2020 to September 2025, internal policies at JPMorgan Chase, Bank of America, Citigroup, Wells Fargo, U.S. Bancorp, Capital One, PNC, TD Bank, and BMO may have restricted service access based on clients’ political or religious affiliations, or their lawful business activities.
The report highlights that bank reputational risk frameworks lack clear, objective criteria and have imposed entry restrictions on industries including oil and gas, coal, firearms and ammunition, detention facilities, tobacco and vaping products, and digital assets.
OCC Comptroller Jonathan V. Gould stated that the agency will assess further adjustments to regulatory and examination frameworks. No penalties or enforcement actions have been disclosed at this time.
